(1) The fund itself, in collaboration with local bodies, voluntary organizations or community organizations or through local bodies, voluntary organizations or community organizations will conduct various plans as a campaign to build a new Nepal in order to achieve the objectives of the fund.
(2) For the purpose of operating the plan according to sub-rule (1), the fund shall conduct a study and research on the matters including the need and justification of such plan, technical and economic aspects and the achievements to be achieved, and select the appropriate plan based on the recommendation of the recommendation committee.
(3) Out of the schemes selected according to sub-rule (2), it may be conducted by the local body, voluntary organization or community organization that conducts itself or in collaboration with local bodies, voluntary organizations or community organizations or submits a proposal in accordance with rule 13.
(4) The Fund shall not invest in the scheme without the participation of the local people while conducting the scheme in accordance with this rule.
(5) If the fund itself conducts any scheme, such scheme shall be conducted through the appropriate government agency.
